voice over IP phone system

Hello, I am trying to fax using the microsoft fax feature on my computer,
however, i get a message asking me to connect the phone line to the modem.
I have a cable modem attached and was told to inquire about configuring my
fax system on a VOIP service phone syste. I am currently using Windows XP.
How do I do this configuring thing?

You cannot use a cable modem to send a fax, you must use the standard
telephone modem.

If you want to set up a VOIP (Voice Over Internet Protocol) connection you
will need to contact your communication service provider.
