Voice activated microphone recording

Is there any software that will record what comes through a microphone? All
I've found so far are karaoke type programs.

It must be able to record only when voice activated, a bit like webcam
monitors that will only record when movement takes place.

While you're waiting for specific recommendations you might want to take

If you have a Sound Blaster sound card, you already have an applet that will
record from anything including MIC.

Also, Windows Sound Recorder (soundrec.EXE?) will record from the MIC.
