vlookup still gives na results

I need someone's help on this issue. When using vlookup with the following
formula I am still getting a lot of NA's. The formula I am using is
=VLOOKUP(B2,'Tier 1'!A:A:'Tier 1'!E:E,5,FALSE). Some more inform regarding
this spreadsheet. We Sample of data is below:
Inward Tier 1 Tier 2 3
#N/A #N/A #N/A #N/A
#N/A 1.6 #N/A Tier 3
#N/A #N/A #N/A #N/A
#N/A #N/A #N/A #N/A
10.33333333 #N/A Tier 1 #N/A

Surely you mean =VLOOKUP(B2,'Tier 1'!A:E,5,FALSE)? Also, you do not say
where you are using this formula. Your example starts off with an #N/A,
ostensibly in Col A? Your formula looks as if it is in Col C, D or E, and is
in any case referencing Col B, which also reflects #N/A. What formulae are
you using in Col A and B? This in turn can only result in another #N/A. I
am afraid you will have to be a lot more specific.
