visual studio tools for office system backward compatible

does visual studio tools for office system work with databases developed
under access 2002? i want to be able to package and deploy a database
without necessarily upgrading from office xp to office 2003. thanks for the
help,

I kind of doubt it. Since you need to create a mde, or likely you need a
mde, then you would have to use the 2003 format.

Virtually all versions of software generally let you move forward, but going
backwards has always been more difficult for any software system.
