Visual c# .net 2003 standard edition

I purchased visual c# .net 2003 standard edition and want to do programming on the pocket pc 2002. There is no smart device wizard in the templete folder for visual c# projects. Is there any way to add this support or to enable programming with the compact framework?

The IDE is visual studio 2003 so I don't see why I would have to spend the $500 just to be able to use this one feature.

Any ideas?
 
Kam,

As Alex pointed out, you do need VS 2003 Pro and above for device
development. No doubt there are features in the full Visual Studio that you
won't use (I don't use J# as just one example), but that's just the way the
package was put together by the marketing folks, sorry.
