Visual Basic runs when closing Outlook

When I close Outlook with the "X", Visual Basic asks for
the password, and when I click cancel, it runs anyway.
When I close that out, it tells me that this will stop the
debugging. Why does VB run in the first place? I have
looked in Outlook options for a way to remove this, but no
luck.

message.
When I click "ok", it opens VB. When I close that out, it
tells me that "this command will stop the debugger". Why
does VB run in the first place? I have
