Vista windows installer

I am running vista ultimate 32-bit with service pack 1.
I can not install programs of any kind as the windows installer window comes
up but then stalls. How do I find out the version of the windows installer on
vista & should I reinstall it?
 
Download and install Windows Installer 4.5
