Vista Wallpaper Folder

How do I add new wallpapers and remove some of the old ones the from
my upgrade under XP to the Windows/Web/Wallpaper folder? (All the old
wallpapers I had added to this folder were carried over during my
upgrade)
When I try to access the folder Vista tell me I do not have permission
to access the folder.
I am the administrator and I do not have a log in at start up.
