In December I built a PC and installed an OEM Windows XP Pro x64 OS
from Newegg. It included a "free" upgrade to Vista. In January I
filled out the proper websites and forms and sent things off. The
upgrade people, ModusLink (https://upgradeweb.moduslink.com/Vista/),
seem to have any number of complaints about them on the various
forums.
I emailed them today asking where my upgrade was and received a
clearly canned response. So I emailed back saying to give me a ship
date or I'd send all my documentation to the California Attorney
General. If you're pissed about the incompetence of this process I
urge you to do the same. And you can file a complaint with the
Federal Trade Commission:
