Talked to a Microsoft Rep
For those of you who want a True Clean install here is what i got.
1. Boot from Vista DVD
2.Click <repair>
3.Command Promt
4.type<diskpart>
5.type<list disk>
6.For on disk one partition<select disk 0>
7.type<cleanall>
8.type<exit>
you can then install from dvd
 
Would be useful if you gave the versions this is applicable to.
Upgrade/Full 32bit/64bit
Bypass verification double install etc.

You may want to be a little careful with Diskpart Clean.
It removes all the partitioning and formatting on a disk so make sure you
have backups of any data before you use it.
So you have no partitions to install to
Syntax from the help file

DISKPART> help clean

Removes any and all partition or volume formatting from the disk with
focus.

Usage: CLEAN [ALL]

ALL Specifies that each and every sector on the disk is set to
zero, which completely deletes all data contained on the
disk.

On master boot record (MBR) disks, only the MBR partitioning information
and hidden sector information are overwritten. On GUID partition table
(GPT) disks, the GPT partitioning information, including the Protective
MBR, is overwritten. There is no hidden sector information.

Example:
