Vista Ultimate Upgrade Product Numbers

I want to buy a Vista Ultimate Upgrade, but I see two different
product numbers for the upgrade, 66R-00003 and 66R-00025. What's the
difference?
 
66R-00003 Windows Vista Ultimate English North America Upgrade DVD
66R-00025 Windows Vista Ultimate English Upgrade Not to Latam DVD
:Latam - Latin America?:
(You can get a $5 discount on the second one.)

66R-00081 Dutch version
etc.

Do get the same functionality (Microsoft Support, licensing,
activation, reinstallation on a different PC ...) on both?

Both are retail upgrades in English, but that's a little deceiving. They
appear to be sold interchangably across the web. So, I would assume they are
identical in support, licensing, etc. But, there is that word... "assume"

Yep, the second one shows itself on a Vietnam MS website even though it's
labeled as English. Don't know if that makes a difference. (Might account for
the $5 discount. :-)
