I was unpleased with my Vista, so I am planing on reinstalling XP.
I was wondering if the Vista's backup can somehow be restored on an XP
system, is there some kind of 3rd party program that can allow that?
Or should I make sure and do a regular file backup before I install XP?

I don't believe you can restore a Vista backup on an XP machine. If I were
you, I would simply copy my data to an external hard drive (USB) or a shared
network drive and not risk using an untried 3rd party application (I mean
untried for you...this is no time for you to try a new backup application).
Go with what you are certain will work...unless you don't value your data
much ;-)

When I do something similar to what you describe, I put my data in two
different places first. Maybe that's a little paranoid but I have never lost
any data accidentally.

See this link:

install Windows Vista

If that doesn't work then this:

Hi,

No, a backup created with Vista's utility cannot be restored by XP's. You'll
need to copy data "as is" to removable media and export mail to same in
order to be able to retrieve it later.
