Vista RTM-Clean Install - Cannot update Boot Configuration

I see a number of posts about "cannot update boot configuration" after the
Expand Files section but they seem to deal with upgrades. I'm trying to
install off the DVD a "Fresh Copy" of Windows Vista (not an "upgrade", so no
registry issues should be involved) and I am getting this issue.

Did you install one of the RCs on your machine? Might have permissions
conflicts from old Vista install.

try this:

1. gpupdate /force /boot

2. restart.

3. ensure that Admin has full access on the c:\boot folder (if not, give it
owner, then give it full control).
