Remove it from the PC it is on and install it/activate it on a new PC.

And be prepared to have to phone MS to ask for an activation code if
internet activation fails. Shouldn't be a problem.

Just uninstall it from your 'old' computer and then install it on your new
computer. Activation of the operating system may, however, require you to
telephone the Microsoft Activation Line. The system may not allow you to
activate over the internet. When you try to activate over the internet, if
the activation fails, then a toll free number will be displayed. Call this
number and go through the automated procedure. If the automated procedure
fails, then you will be put through to a 'real' person. You can then explain
that you have removed Vista of your old PC and installed it on a new one.

And there's no way to make online activation to work, like waiting some
days?, I've read that with XP you had to wait 120 days, but I don't know if
it's the same for vista.

I haven't seen any documentation either way on whether or not Vista
activations work the same way in this regard as XP. But the phone call is
quick and easy so shouldn't be an issue.

I certainly haven't seen anything about the 120 day option. However, as
Microsoft have been busy changing the licence agreement (remember,
initially, you could only install 'once' then you had to buy another
licence - luckily this has now been changed) i would imagine that even after
120 days you would still have to telephone for activation.
