Vista refuses to create a Msdos startup disk

I have a question
I'm using Vista RC2 build 5744 and I'm trying create an Ms Dos
startup(1.44mb floppy) disk from the format option in My computer, it lets
me quick format and do a full format but the option to create a MS DOS
startup disk won't work it keeps halting the process and telling me the disk
is "write protected" which I'm 100% certain it isn't seeing it lets me
format the disk.
is this a bug or am I doing something wrong ?
P.S so far I've tried about 10 different disks all with the same result
 
but thats really beside the point if there's an option to create a MSDOS
bootdisk it should work
and "format A: /S" format the command prompt doesn't work either it tells me
"/S" is an invalid parameter

What type of drive and what type of system?
Internal disk or USB disk? 1.44 I presume with defaults on the format
screen?

I can create an MS-DOS start-up disk with RTM media without any issues so
it may be hardware specific.

I had a similar problem when I tried to make a Western Digital Data
Lifegaurd Tools floppy with the utility. I went on XP and it worked fine.

format /?

/FS:filesystem Specifies the type of the file system (FAT, FAT32,
NTFS, or UDF).

Can you try a different floppy drive?
Did you have any problems making a boot disk with the previous operating
system?

I just successfully made one using Windows Vista Ultimate RTM.

So either you:
Have a bad drive, cable connection or other hardware issue.
Bad Vista installation
That build of Vista can not do it, doubtful.

I reported this problem to MS and never got reply. I am using RC2 build 5744
just like you. Vista guru told me that you can use cd or USB Flash drive.
Creating MsDOs bootable floppy will not be supported in Vista.
Is this true or just RC2 bug?

I booted into Xp Pro and it worked fine

Not 100% sure it's a bug
However I tried a normal format from the command prompt and it said that A
drive was inaccessable due to it be used used by another program (I had no
other programs open)
it went on to ask me if I wanted to force it to format I choose to force it
and it formatted just fine However it wouldn't let me use the S switch to
create a system disk
 
When I installed Vista on this Hdd, I did have my Fdd disabled in my bios
settings and I only just enabled it to make a MSDOS boot disk maybe that has
had something to do with it

I have RC1 build 5600 set up on a spare pc it works well on that.

It might have somethign to do with my motherboard

*If* it is not supported, then
?Why? would there be a option to: "Create MS-DOS Startup disk"
in the format GUI.

Start menu
Computer
Right click on floppy (A:)
[GUI appears]

Now if I could only get my drive to function correctly (they seem to
die from lack of use, even after a Puff of compressed air), I could
report back.
