Vista Recycle Bin Proposal

I come to realize that Vista Recycle Bin is eraseable on your desktop,
fortunately unlike the old crappy win9x wil cause problem and easy to
restore. My proposal is, keep such, could be accidental programming feature,
with a twist. Let's add a property within allow user to lock the 'Recycle
Bin' from being accidental deleted. If one want to hide the 'Recycle Bin',
simply delete it but also allow it to show at the task bar beside the clock
in the form of button for easy access when needed, as well as easy to restore
it to the desktop.
