Vista Recovery Disc Hangs

I am getting an error when booting my computer. It says "BOOTMGR is
missing pres CTRL+ALT+DEL to restart." I read online that to fix this
problem I need to boot off the CD/DVD and select Startup Repair. I am
unable to do this b/c whenever I boot off the CD it goes to the screen
where it says "Select a Language", but then it just hangs. I cannot
use neither the mouse or the keyboard to select next. I only have a
Windows Vista Home Premium Express Upgrade disc, so I do not think I
can completly re-format (which I'd actually rather do).

Some quick background of the computer to help evalute the problem:
When I got the Windows Vista Express Upgrade CD, I was running Windows
Media Center on my 35GB WD Raptor Drive. Due to space problems I
installed the new OS (Vista) onto my other 250GB Seagate drive. After
I had Vista up and running I completly reformated my 35GB WD Raptor
Drive b/c all it had on it was the old OS (XP) features and files.
Thats when my Vista problems started. I got the error above and have
been trying to resolve it.

Can anyone help me with this issue?
 
Your computer was using the MCE startup files to start Vista. Vista
recognizes earlier boot managers and lets them be during installation. When
you reformatted the Raptor drive, your computer didn't know where to look to
get startup info. (which is why MSFT recommends installing earlier OSs
before later ones, and why it's a good idea to leave them be once they're
installed.)

I'm not sure why your keyboard/mouse aren't working at the DVD install
screen. Are they wireless by any chance? If so, use wired K/M and see if
that works. If they're wired USB, try another USB port.

Once you can get past that point, try running Startup Repair from the Vista
disc and see if that recreates the boot manager on the Seagate drive.
Others on the forum might point you to third-party solutions, or you can
search the Microsoft Knowledge base for assistance.
