Vista problem, or keyboard problem?

Recently, my keyboard is producing incorrect punctuation and some letters.
question mark gives me É
forward slash gives é
apostrophe gives è
quotes gives È
occasionally the @ sign gives other signs.

Almost like it switches to French, spontaneously. I have to restart computer
to get it back to normal, but it is happening more often.
Any thought on what is causing this, and what I can do to correct it
(question mark)

I'm sorry. I can't find the post or reply. I tried to post it yesterday, but
it did not appear on my computer, and it's not there now. Can you tell me
where / when it appeared?
 
The person who replied to him suggested that because of the OP's Canadian
address the OP may be using a French Canadian keyboard.

Just because you can't find something is no reason to attack anyone else. It
does not speak highly of you. You might want to calm down yourself and
consider why you respond the way you do before you post.
