Vista Outgoing Mail wont send & Cannot Delete

I have approximately 20 outgoing e-mails that are just stuck...they wont send
and wont delete. I tried the suggestion of deleting the e-mails from the
explore option but I cannot run the cmd program because I do not have the run
option...I need to fix this problem ASAP!

Messages may be stuck in the Outbox when you use Windows Mail on a computer
that is running Windows Vista

It also works on other folders.
