You left off some critical information in that error message,
such as the server name. This handicaps us when trying to
make an accurate diagnosis. It appears that you are attempting
to use a port 25 SMTP server that is on a different network
than the network from which your Internet connection is obtained.
That is typically not allowed.
According to the error message, you are connecting from Versatel.

Are you using a laptop at various different locations?

nope just a pc at home

When I close windows mail in vista(unlimited) I receive the following error
message:"a problem caused the program to stop working correctly. Windows
will close the program and notify you if a correction is found." Then the
program restarts automatically. I've had this problem for almost a year now.
Thanks for your help.

You're welcome.
Yes, the SMTP server must be on the same network as
your connection.

Thanks for the help. I've just replaced Norton Internet Security Suite with
AVG Home Edition. However, the problem persists. I've absolutely no problem
using Rogers Mail. I just happened to have installed Windows Vista Ultimate
on my computer and I'd like to know why I'm having this little problem with
this program. Is there a solution for it?. By the way I've also removed
Rogers Mail from my system.
Thanks for the indulgence.

Just uninstalling a Norton antivirus program is often not enough to
remove all the parts of it that cause problems in Windows Mail..
You often have to run this cleanup program as well:

<http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039>

You may even have to remove your email account under Windows
Mail, then restart Windows Mail and add the account again.

Also, if you used the standard install for AVG, it often helps to
uninstall it, then do a custom install where you tell it to leave out
the parts that scan email.

You probably should have asked here for advice before jumping
the gun. :-)
Norton does not uninstall cleanly, and it needs to be followed up
by its debris removal tool:
http://service1.symantec.com/Support/tsgeninfo.nsf/docid/2005033108162039

Also, if AVG is installed using its default install, it loads a mail
scanning module that causes problems with Windows Mail.
Uninstall AVG, reboot, then test your Windows Mail to make sure it works.
Reinstall AVG, but be sure to choose custom install, which allows you to
forego installing the troublesome mail scanning module.
