Hi,
If you are having this issue with Vista or possibly even IE7
Click Run and enter appwiz.cpl then on the right sidebar click Turn
Windows features on or off
at the top there should be an ActiveX Installer Service check box.
check the box and click Ok.
This should resolve this for Vista
