Vista Hangs at Shutdown

Fresh install of Vista, no third party drivers or programs installed. At
shutdown it goes through all the steps, shuts down services, but when it
gets to the Shutting Down screen the progress circle stops and the computer
hangs. Any ideas on what may be causing this? Is there a log file somewhere
that might tell?

What happens for a shutdown from safe mode?
 
From safe mode it shuts down fine.

Ok that means something running in normal mode that's causing the problem.
Do some clean boot troubleshooting.
