The windows Vista software comes on a DVD not a CD therefore the DVD cannot
be read in a CD-ROM. If, however, you do have a DVD-ROM then it may be that
the DVD-ROM is not set as the first boot option in the BIOS. Take a look at
this link from my website:

instructions are to enable a CD-ROM but the same procedure applies to a DVD,
so just substitute any reference to CD in the instructions to DVD.
