Vista Firewall

I have Vista Home. When I access the advanced menu for Vista firewall and
activate the out going protection for the firewall, my computer will not
connect to the internet. Is there a setting that I have failed to check?
 
I am new to Vista, but I have read that the Firewall protection does
not actually have outgoing protection. Can it be, that outgoing
protection actually stops everything from outgoing?
