Vista Basic Color Scheme

Is there any way to change the colors of the Visa basic interface? Any color
changes I make in the advanced appearance settings only seem to apply when I
am in the Windows standard or classic color scheme.
 
You cannot change the color of the Aero Basic, since Aero Basic is using
bitmaps, and is rendering using GDI.
 
Vista Basic is rendered using 100% PNG's.
