vista and can't email pics

Since I got my new dell with Vista I have not been able to send pics. My
yahoo account is missing the photo tool and hotmail just keeps saying there
are no photos. These show up when I am on other computers but not on my vista
at home. Please help I have been nothing but frustrated with Vista since I
got my new computer

Someone in this NG posted about Yahoo and the Photo tool yesterday. I don't
remember if there was a solution but search for something similar.
