Vista 5472: why the "Snipping tool" is in Tablet PC package only?

The Snipping tool allows you to capture the screen, windows, rectangular
regions, irregular regions. But this tool is only avaible as whole Tablet PC
package and so to have this tool you have to install all other tools from
this package. Why the Snipping tool is not included by default like paint,
calc, etc. ? Why I can't select to install only this tool from the Tablet PC
package?

It's in the premium SKUs like Ultimate etc.

Firstly, there is going to be a dividing line between the Basic and
Premium packages.

Secondly, this implementation probably requires that ink and pen
services are running, which may not be available in non-premium SKUs.
 
Hmmm ... I don't know if it helps but FastStone Capture does most of
what has been described and unlike some screen capture utilities seems
to work very well in a 32 bit or 64 bit Vista environment.

(and it is free)

It installed automatically on my Ultimate edition.

Yes, but the whole Tablet PC package is installed.
This package includes also:
- Sticky Notes that (I don't use because I have the same tool as gadgets)
- Tablet PC Input Panel
- Windows Journal
So I'd like having the possibility to have the Snipping Tool without to
install this whole package.

It's a standalone file I think. Try copying the Snipping tool file to a
separate drive then uninstall the Tablet PC stuff. Recopy the Snipping Tool
back to the system drive, it might still work
