Virutal Device question

I have windows XP Professional and whenever I try to install software of any type, an error pops up saying this...

The title is - 16 bit Windows Subsystem

C:\PROGRA~1\Symantec\S32EVNT1.DLL. An installable Virtual Device Driver Failed Dll initilization.
Choose 'Close' to terminate the application.

It has the option either to "close" or "ignore." I can usually install the software without any visual error when I select the "ignore" option but I would like to know what is causing this error to happen and how to fix it. If you could help me i would greatly appreciate it.
 
Do you have something like Symantec CleanSweep installed?

In any case, this is an error with a Symantec program, and you should
contact their tech support.

Hi,

Your Norton software is causing conflicts. Disable it when attempting to
install software.
