Virus Removal

By 'run windows over' i assume you mean re-install Windows? You also say
'remove 'all' virus on the computer' which suggests more than one virus. The
question you need to ask is what has your anti virus software been doing? Or
is it a case that you don't have anti virus software on your PC?

Re-installing can cure the virus problem but, if you don't have adequate
anti virus software which you keep regularly up to date, then you can expect
the problem to re-occur. There are two free anti virus applications
available and, assuming you don't have anti virus cover, you would be wise
to download at least one of them.

If I run windows over will this remove all virus on the computer.

I wouldn't trust that as a repair. When the operating system is "refreshed"
assuming you mean installing Windows over an existing Windows, setup
addresses only operating system files and it has to decide if it is
replacing an existing file or keeping it. Sometimes this is determined by
file version but other times it is simply done by file name - if "x file
name" is present, don't replace.

If your infected files include any that were added later - updated DLL
files added by programs, for example, or even files added by the
virus/malware or a file that was not replaced - you could very well end up
with residual and active virus mischief.
