virus removal general question

Lets say a user has a virus or several on their home machine with no av
protection...

If I install something like "Norton Antiviris" or AVG while the machine is
infected, would the virus be able to beat the new program by
infecting/shutting off the program meaning I need to re-format, or is it
still very safe to remove viruses without having to reformat ?

First an online-scan. Housecall by trendmicro.

The best approach to use depends on the version of Windows and whether
or not the file system is NTFS. With Win 9x/ME the best approach is
the use of a good up to date DOS antivirus scanner (on diskettes or
other removable media) after cold booting into DOS with a diskette (or
other removable media).

One compromise approach (which is all you have) with NT based systems
(Win 2k/XP) is the use of a DOS av scanner after booting into Safe
mode (if you can). There are a variety of methods used in this case,
none of which include the method(s) you suggest.

Dont bother with AVG 7.0 - it is broke and can seriously affect your program
files. It did to me! And the tech support guys have not been able to resolve
this issue yet. What's worse is that I can no longer re-install or even
uninstall the program anymore...
