virtual memory problems

on startup, the system stalls and says virtual memory too low. i go to change the virtual memory by setting the min and max. when i push set, the total paging file allocation is still set on 0. i am the admin so that isnt the problem. also, when i try to shut down a blue screen with some error messages pop up for a second then instead of shutting down the computer reboots. this all started when i tried to install some software that didnt work. i tried systen restore, but even though it restored the computer to that point nothing has changed. any thoughts. im thinking of just reinstalling the op. system
