I am out of space on c: and am trying to move my virtual memory .dmp to the
d: drive. When I try to do so I get the message that if the paging file is
less that 127 MB then the system may not be able to provide debugging
information file if a STOP error occurs.

Are they trying to tell me that I have to have the paging file on C:?

No. There are certain "recovery" options that require a pagefile of a
certain minimum size on the boot volume. The boot volume is the drive
letter that Windows is installed to.

If you select the full memory dump recovery option, you will need a
pagefile of at least RAM+12 on the boot volume. If you select no memory
dump, but either of the other 2 (registry recording and administrative
alert), you will need a pagefile of at least 2MB on the boot volume. W/
no recovery options, no pagefile at all is required on the boot volume.

A dmp file or a pagefile.sys file? dmp's you can chuck. A pagefile.sys has to be on the root of a drive that has Everyone Full Control there.
