viewing others' calendars

We have approximately 25 employees. We would like to have everyone open up
their calendars to accomplish a couple of things. First, one user would have
access to see all details. Second, we'd like everyone else to just see if
appointments are scheduled, but not be able to see the details/what the
appointment is--just something that might say "busy." Is it possible to
accomplish this?
 
What version of Outlook and are you using an Exchange server???

Have users give Reviewers permissions to the one user to give them read-only
access to all calendars. then , have users set their planner options to not
show appointment details in grid when users attempt to use the meeting
planner to schedule meetings/appointments/events.
