My PC graphics card has a composite in port, and I would
like to use this to view video signals from it on my
monitor. Is Windows equipped with software to do this, or
do I have to buy something else?

You can use windows movie maker to both view and capture a video stream from the composite port. However the viewing will only be in a small window. (although if you capture the video you can play it full screen in media player like any other video file - at a reduced quality). I have not seen a program that allows you to view the composite input in full screen. Virtual dub (a free download) allows you to stretch the view window to a larger size but still not full screen

Ps. in order to view the input you will need to install the capture drives. I don't know about ATI but for nvidia this is seperate to the main video driver and is called the WDM driver. You can get these from the nvidia web site if you can't find them on the cd.
