viewing foreign websites

I am trying to view websites that are in different languages. I get a prompt
to install a translation pack. I did that and it still did not translate. Is
there any way I can view these sites and be able to read them in english?

The language packs allow you to display other languages' characters, not
translate them into English, Tojo.
