Viewing "All Programs"

In Start / classic view....how do I view all programs listed, instead of
recently used programs? In other words, I'd prefer to se all programs listed
as soon as I click 'programs' in classic view.

Right click the Start button and select Properties from the
menu.
Click on the Start Menu tab.
Hit the Customize button.
In the "Advanced Start menu options" box, remove the check mark
from the box next to "Use Personalized Menus".
Click OK twice.

In the Control Panel, run the Taskbar and Start menu applet. Now click the Start Menu tab at the top and click the Customize
button. Click the Advanced tab at the top, then scroll the list to the bottom and clear the check from Use Personalized Menus.
Click OK, OK, and you're done.
