After I open Internet Explorer, anytime I click on "View" and pass the
cursor over "Explorer Bar", everything freezes for about 25 seconds. What is
causing this and how can I fix it?

There's a good possibility that this is being caused by a third-party
program (adware, spyware, parasite).
