View Header/Footer by default?

For some reason, I can no longer view by default Headers and Footers in Word
2003. I would like to set up my default so that Headers and Footers are
always viewed in every new document I create, but now I have to manual turn
on the View of Headers and Footers. I can't seem to find where I can make
this setting. Any ideas?

In Word 2002 or 2003, click on Tools | Options | View tab | check the
"White space between pages" box | OK. And you need to be in Print
Layout view to see headers and footers.
