We created an html email template for all our emails. We want to add "view as
html" at the bottom of the template, for those whose email applications are
set up for text only & so they can view in browser. We have frontpage 2003 &
office 2007 pro. How do we hyperlink this. Thanks in advance for any help.

You'd create a standard hyperlink that links back to the webpage version of
the newsletter in Frontpage (Insert > Hyperlink) or in the email program.
In Outlook for example, if you type an email address or website address in
an email message, the program recognises it as a hyperlink automatically
(turns it to the default blue/underlined link).

Being that you're using the HTML mode of your email program (again assuming
outlook 2007) to create this letter, then the hyperlinks you type in will be
automatically be created as described above. You can type whatever web
address link you like. When the readers open their email message (even in
'text only' mode), the link will be clickable, and they can view the website
version of your letter.
