Video trim without re-encode

Is there a free program out there that can trim a video without having to
re-encode the whole file?
I know these programs are available for MP3 files but can you do it with
video?
I might sound impatient but every re-encode means a slight loss of quality,
I only want to trim a bit of the start or end of the file and keep the
original quality.
 
I have one so such applications exist,

but the one I have is not free, its called video spitter.

So its possible, but I dont know a freeware

[OT] Like JJS I too have one which does exactly this but it's not
free. Mine's called VideoReDo. It will top/tail/edit adverts out at
frame level accuracy of a 3Gb mpg movie file in about 3 minutes.
No mass frame rewriting is performed.

Unless I'm missing the point completely, Virtualdub should meet your
needs, just set 'Direct stream copy' in video & audio pulldowns. Streaming
formats (wmv) don't work for me but others report success.

You may need some extra codecs, try the K-Lite Codec Pack or K-Lite
Mega Codec Pack using default install unless you're confident.
