How do you set up a web cam to broadcast video on a local
network so that others may view it??

Depends what kind of thing you want.

On our site, we have a bunch of security cameras which hook back to a
time-lapse video recorder.
They also tee-off to a couple of 4-port Axis video servers.

These are cool bits of kit.

They take 4 video feeds on BNC in one end.
And serve them up as web pages on the LAN connection on the other end.

The pages update several times a second on 100Mbit LAN.

Anywhere globally on our corporate WAN, we can look at these cameras.
