Video problems

I am having problems playing video intros on some games, when I try to access the properties of my video codecs I get an error sayin

an exception occurred while trying to run "shell32.dll,control_rundll" C:windows/system32/msys.cpl

I have all the up to date drivers windows updates. PC is XP2400+ 512mb ram plenty of hard disk capacity and a gigabyte radeon 9600pro 128mb graphics card. Any ideas?? Can I re-install windows xp without formating etc or should I just bite the bullet and re-format and re-install?
 
If you have a retail copy of XP , you have the option of doing a repair
install.
