My videos "stutter". specifically they stop for a second
or two then resume quickly as if to maek up for lost
time. The audio is not affected. This happens using all
media players and when viewing streaming files from any
site. What is the problem??????

You don't have a fast enough connection, too many people are accessing the
files in one go, it's not a proper streaming site. Try saving as, to your
hard drive and then watching.

I have the same problem right after capturing the video from my Sony
camcorder via USB. The audio is not affected but the video stops briefly
then starts up again. Any media player I use exhibits this behavior which
leads me to believe it's the capture method and not the players.

Ideas?

Because the camcorder has no firewire? Or because you haven't added a
firewire card to the PC?

If the USB is choppy, then you'll have to use analog and connect via a tv
tuner card.
