My seven year old 19 inch conventional monitor get a tiny
little bit blurry for a fraction of a second every few
seconds. Is this most likely the monitor or the video card?

Try the monitor with another computer. Let us know what happened.

Most likely the monitor ... I assume it's a CRT type.
However, it could be the card.
I'd suggest also checking your cables.
 
There is no way to know without replacing either the video card or the
monitor with a known working one.

Check the cable routing. It may run near something that is
producing interference.

Does the OSD (onscreen display) misbehave too?

IMO it sounds like the monitor's high voltage may be arcing, probably
from the anode cap on top of the CRT, or possibly from the CRT neck
PCB, or maybe from the flyback transformer. Try peering inside the
cover in a darkened room and listen for a crackling sound.
