Video in PP Presentation Order

I have a small clip I want to place text IN FRONT OF. However, no matter
what sequence I put it in the video is always on top. How can I have text
appear with animation over the video.

Can anyone out there help?

In PowerPoint, you can't place text or object over a video. Video clip will
always be on top.

Apart from Austin's method (with some simple vba) the only other way is to
put the text in the video. You can do this with free tools.
