Video Flickers

Since installing WinXP home, my video flicker in dim
horizontal bars when moving my mouse and when playing games
that cmove the screen around. This does not occur with WinME.
Running Intel P4 @1.5g , Intel 850 mother board, ATI Radeon
8500 card, 1g of memory. Help.
