There isn't anything that does exactly that but you could create your own
Thumbnail using DirectX 9.0 and the Image class I think.
Depending on the video format it is possible that there is a Thumbnail image
stored with the video file. (Select View|Thumbnails in a folder with videos
to see what I mean).
