Video Clip Background Noise Removal

Does someone know of a program or plugin that will let me remove the
background noise from a video clip and be able save it in the same previous
file format (i.e. mpeg, etc.)? I use Photodex as my video production
software.

Assuming you mean the type of annoyence of filming a group and
a truck rumbles by behind the camera operator? If so, not really
possible to remove such irksome interference, it's all within the same
frequency range. Best option for future ref is to invest in a plug-in
directional mic - but not cheap.
 
As decoder has already said it is hard to remove most noises. If it's
something like tape hiss, motor noise then you may be able to remove it
fairly well using a good audio editing app like adobe audition, where you
can use various filters to remove it, such as hiss removal, which is
basically just removing all audio above a certain frequency, or you can
capture noise profiles and use this to remove exactly the same noise from
all the tape.

On a similar note, when i watch video clips my PC I am encountering "static"
(for lack of a better description) thorugh all 5 audio channels. Could this
simply be a function of loose RCA connections or a fractured solder inside
the jack itself?? thanks
