Video cards do have at least some built-in memory

but it might be possible to assign system memory to video too...

have a look in your bios

PCIe video cards have their own DDR2, or DDR3, VRAM.
VRAM sizes are from 128MB to 2GB, the most common
being 512MB. These cards do not use system RAM,
but do use system address space equal to the VRAM
size, usually not an issue unless you have 4GB of system
RAM, and are running a 32 bit OS. It's a non issue with
a 64 bit OS.

No they don't.

They can have their own dedicated memory. They can have none at all and
just share the system memory. Some cards even do a bit of both.

Some BIOSes can set some system RAM as "Shadow Video RAM."
