I tried installing The Hobbit but keep getting a message
that I need a higher video card to run the game. Can I
download this? I need 32 MB and where do I find this
information on Windows XP?

No you will need to BUY this. A Video Card is Hardware not software, and if
you want to play the Hobbit, then you will need to fork out some dollars
for a new video card.

And at the least one that you will not have to upgrade for at least a few
years. 128 MB or greater.

It means that you will need a video memory of 32 MB or more. You will have
to buy another display card since video memory can't be added. Jym
 
The information on your present video display card can be viewed by going to
run > dxdiag > video. Jym
